Short Introduction


Dean M. Harris, J.D., was an Associate Professor in the Department of Health Policy and Management, Gillings School of Global Public Health, University of North Carolina at Chapel Hill. He retired from UNC on January 1, 2020 after teaching at UNC for more than 20 years. At UNC, he taught courses on health law, ethical issues in health policy and management, global health, and comparative health systems. Professor Harris received his Bachelor of Arts degree from Cornell University in 1973, and received his Juris Doctor degree with high honors from UNC School of Law in 1981. He is a member of the European Association of Health Law. He is the author of Contemporary Issues in Healthcare Law & Ethics (Fourth Edition), which was published by Health Administration Press in 2014. (Three previous editions of that textbook by Professor Harris were also published by Health Administration Press.) In addition, he is the author of Ethics in Health Services and Policy: A Global Approach, which was published by Jossey-Bass/John Wiley & Sons, Inc., in 2011. He was also a licensed lawyer with many years of experience in health law. His work as a lawyer included issues such as government regulation of health care, patient care issues, competition law, and fraud and abuse of payment programs.

CONFLICTS ABOUT COVID-19 AND REPRODUCTIVE RIGHTS

These legal and political conflicts take place within the context of the U.S. Constitution and legal system, and within the context of U.S. society and values. This lecture will analyze the reasons that the U.S. had a relatively high rate of COVID deaths as a percentage of its population. The lecture will also explain why specific groups of people in the U.S. were more likely to die from COVID, as compared to other groups of people in the United States. Then, the lecture will analyze the legal issues of abortion in the U.S., as well as other aspects of reproductive health. This will include an analysis of the recent decision by the U.S. Supreme Court to overrule the longstanding precedent of Roe v. Wade. The aims of this lecture are to understand these legal issues and to understand how these issues are affected by the legal and social context of the United States.
